SBI Investigates Non-Fatal Police Shooting

RALEIGH -- The State Bureau of Investigation is continuing to investigate the non-fatal shooting by a police officer in Kitty Hawk on Tuesday.

James Bell, 50, Virginia Beach, VA., was shot once in the left arm after Dare County Drug Task Force officers attempted to arrest him during the course of a drug investigation. The officer who shot Bell is identified as Investigator Paul Lipscomb of the Nags Head Police Department. Investigator Lipscomb is on administrative leave.

The shooting occurred at approximately 11:30 AM in the Rite Aid parking lot located at 5312 North Virginia Dare Trail.

Bell is currently undergoing treatment at Sentara Norfolk General Hospital where he is listed as being in stable condition.
