ALE Internships

The Alcohol Law Enforcement Branch complies with state and federal laws and regulations, selects candidates for internships based on the following requirements:

Age: An applicant must be at least eighteen (18) years old as of the day that he/she reports to the ALE District Office to begin work. 

Education and experience: Applicants must have received a diploma from an accredited high school or hold a General Education Development (GED) certificate approved by the North Carolina State Board of Education, and be enrolled in two or four-year educational institution where he/she is required to complete an internship as part of the graduation requirements.
 
Citizenship: An applicant must be a citizen of the United States prior to submitting an application.
 
N.C. Operator’s License: An applicant must have a valid, current operator’s license, in good standing, at the time he/she reports to the ALE District Office to begin work.

No Criminal History: Applicants must not have committed or been convicted of any criminal offense or combination of criminal offenses that, as of the date of the application, would disqualify the applicant from being certified as a law enforcement officer pursuant to the rules and regulations of the N.C. Criminal Justice Education Training and Standards Commission. Applicants who have committed or who have been convicted of non-disqualifying misdemeanor(s) or minor traffic offense(s) may be considered on a case-by-case basis.

Definition of Convicted:  A plea or finding of guilt in a court of law, also includes a prayer for judgement continued and/or a plea of nolo contendere or no contest.

No History of drug possession and/or use: The following incidents of drug use will immediately disqualify an applicant from the application process:

  • Marijuana possession and/or use within the three (3) years preceding the date of submission of the application;
  • Any unauthorized use of controlled substances as defined by Article 5, North Carolina General Statutes 90-89 through 90-93 excluding prescription drugs; or
  • Any possession of controlled substances as defined by Article 5, North Carolina General Statutes 90-89 through 90-94 in amounts that would constitute felonious possession.
  • Use of prescription drugs prescribed to others may disqualify an applicant from the application process. 

Background Investigation: A sworn member who has successfully completed a background investigation training course shall be designated by the special agent in charge to conduct a background investigation of the applicant including a fingerprint check by the State Bureau of Investigation and the Federal Bureau of Investigation.
 
Acceptance by the Branch Head: Applicants must be accepted by the Branch Head.

 Any applicant who fails to meet or maintain any of the qualifications set forth shall be disqualified for an internship and may be eligible for reapplication at a later date.
 
APPLICATION PROCESS
 
The Application Process is a linear chain of steps or events; the process should be completed in order unless extenuating circumstances require deviation from the outlined order. Any deviation from the outlined order must be approved by the Branch Head.
 
1. Step One: Applicants shall meet with the SAC/ASAC to discuss the position, applicant package, and school requirements.
 
2. Step Two: Completing an Application Package:  The applicant shall be responsible for completing all forms and securing all documentation contained in and required by the Application Package as specified below.  The completed application package shall contain:

  • One (1) original completed and notarized copy of the Law Enforcement Personal History Statement; F-3(LE) (Download);
  • One (1) original 4” x 6” head and shoulder color photograph which is not more than six (6) months old.  Photographs deviating from this description shall not be accepted;
  • One (1) photocopy of the applicant’s current, valid driver’s license (both front and back);
  • One (1) photocopy of the applicant’s military separation papers (DD-214), if applicable;
  • Authority to Release Information, AL-36: Form must be completed, signed and notarized (Download);
  • Internship Waiver/Release, AL-32a: Form must be completed, signed, and witnessed (Download);
  • Ride-Along Waiver/Release, AL-32: Form must be completed, signed, and witnessed (Download);
  • Fingerprint Request to Law Enforcement: Form must be completed and presented to law enforcement agency taking applicant's fingerprints (Download);

3. Step Three: Application Review: Upon completion of the Application Package, the applicant shall arrange for an Application Review with the special agent in charge (SAC) or the assistant special agent in charge (ASAC) for the applicant’s selected district.  
 
4. Step Four: Background Investigation: All applicants shall be subject to a background investigation.  An investigating agent shall be designated by the SAC to conduct the background investigation to include, but not limited to: 

  • Verification of qualifying credentials through a review of their F-3(LE), Law Enforcement Personal History Statement;
  • Establish the applicant’s character and reputation by verifying at least three (3) personal references and discussing the applicant with the references given on the application form;
  • Interview the applicant’s spouse, if applicable, to determine his/her attitude toward law enforcement and other factors which might have an effect on the applicant employment with the Branch. 
  • Verify, to the extent possible, the authenticity of the documents submitted by the applicant;
  • The investigator shall also check the CJLEADS network to determine if any records exist for the applicant, from the age of sixteen (16) until the date the request is being run;
  • Falsification of records, giving false information, or willfully withholding any pertinent information shall be grounds for the rejection of an applicant or for dismissal from the program.  Whenever evidence of falsification is discovered, the Branch Head should be contacted for a determination concerning the continuation of the application process and/or the background investigation.

5. Step Five: The SAC/ASAC shall review the background investigation and discuss thoroughly with the investigating agent all relevant information.  The supervisor reviewing the application shall prepare a memorandum indicating the package is complete, the merits/concerns of the applicant, and whether the applicant is recommended for the internship. The memorandum and background investigation shall then be forwarded to the Branch Head.

6. Step Six: Branch Head Decision: The Branch Head shall make all final selections for the ALE Internship Program. 
 
STORAGE AND DISPOSAL OF APPLICATION MATERIALS

Upon completion of the internship, the applicant package and all related documents shall be forwarded to ALE Headquarters for storage. All application materials shall be securely stored in the Branch Headquarters while an applicant is progressing through the application process. When an applicant becomes an employee of the Branch, the application materials are merged into his/her personnel file.  Applications for individuals who are not chosen for, or removed from, the internship program are stored in Headquarters for two (2) years, at which time they are destroyed according to the Office of State Human Resources guidelines.

Internship positions for sections stationed at ALE Headquarters are stationed in Raleigh and are limited to one position per semester for each of the following sections:
