NCICAC Task Force Arrested Multiple People, Including Registered Sex Offenders, Charged with Sex Crimes Against Children
(Raleigh, NC) – On Wednesday, December 4, 2024, the North Carolina State Bureau of Investigation’s (SBI) Computer Crimes Unit assisted with three search warrants involving Internet Crimes Against Children (ICAC) in support of the NCICAC Task Force.
The search warrants were in Ayden as we worked with the Pitt County Sheriff’s Office; Thomasville where we worked with the Invictus Task Force; and Laurinburg where we worked with the Scotland County Sheriff’s Office.
The investigations in Pitt County and Scotland County both involved suspects who were registered sex offenders. Both were arrested on Wednesday.
In Ayden, Brett Lutz, 30, was arrested and charged with three counts of second degree sexual exploitation of a minor, four counts of third degree sexual exploitation of a minor, and two counts of failure to register as a sex offender. Lutz was detained in Pitt County with a $1 million dollar bond.
In Laurinburg, Eric E. Bailey, 43, was arrested and charged with 10 counts of second degree sexual exploitation of a minor and detained in Scotland County with a $7.5 million dollar bond.
In Thomasville, Colten James Osborne, 28, was arrested on Friday, December 6, 2024, and charged with 10 counts of second degree sexual exploitation of a minor. Osborne was detained in Davidson County with a $500,000 bond. He was not a previously registered sex offender.

The Invictus Task Force is comprised of members from: Alamance County Sheriff’s Office, Davidson County Sheriff’s Office, Forsyth County Sheriff’s Office, Randolph County Sheriff’s Office, Homeland Security Investigations (HSI), and the NCSBI.
